The Seychelles Ports Authority
The Seychelles Ports Authority is a pivotal institution within Seychelles’ transportation infrastructure. As the landlord port authority of Seychelles, it oversees the management, development, and operation of the country’s port facilities. These facilities serve as vital gateways for international trade, tourism, and the movement of goods and passengers, playing a crucial role in the country’s economic growth and development.
Established by law, the SPA operates under the Ministry responsible for Transport. This legal framework empowers the authority to efficiently and effectively carry out its mandate detailed overleaf.
In recent years, the SPA has embarked on several ambitious projects to enhance its aged infrastructure and services that have been constraining port stakeholders and the general economy. These projects include the reconstruction of domestic port facilities on Praslin and La Digue islands, which will improve connectivity and economic development in these outer islands. However, the most significant undertaking is the Port Victoria Rehabilitation & Extension project to modernize and expand the Commercial Port and Mahe Quay.
In anticipation of the changes to be brought about by the port’s expansion, the SPA is proactively replacing its aging marine assets, such as tugboats and pilot boats. Additionally, the authority is investing in human capital development to enhance productivity, efficiency, and service delivery and continues to engage itself to modernize and upgrade all its port management processes through digitalisation, as well as the efficiency, safety and security at its terminals. By implementing these strategic initiatives, the SPA is well-positioned to capitalize on emerging opportunities and contribute to Seychelles’ long-term economic prosperity.
Our Mandate
(a) regulate, control and administer all matters relating to the safety and security of the port and its facilities;
(b) promote the development of the infrastructure relating to the port;
(c) maintain port installations and to promote the use, improvement and development of the port;
(d) encourage the use of reliable and sufficient equipment in the provision of port services;
(e) participate in matters pertaining to search and rescue;
(f) collect all harbour dues, rental fees and other moneys payable to the Authority under this Act or any other law;
(g) plan, execute, monitor and evaluate training programmes of employees designed to ensure conformity with the standards of the services provided by them;
(h) act in collaboration with other public authorities and entities for the prevention of marine source pollution, protection of marine environment and to respond to marine environment incidents;
(i) advise the government or any public authority on any matter relating to merchant shipping and the prevention and control of marine pollution;
(j) represent Seychelles on maritime matters at both the national and international level;
(k) do all such other things as will contribute to the attainment of the objectives of the Authority.
